High tech voice regoniction

Ok I have many questions. First how do I make a program speak the displayed words that I wish to run for example

if t < 1
fprintf('Hello there')

I want it to say those words with a voice. Basically how to make it a voice interface also I want to say something with my voice and it will respond to it if I could.

Do you want to interface to a speech system that exists on your computer? If so we will need to know the operating system.

Alternately, are you wanting to do all the speech synthesis yourself?
