Matlab engine without Matlab license

I would like to use the Matlab engine to provide interoperability between my open-source software and users who have a Matlab license and I want to guarantee that developers without a Matlab license can compile my application. Is the Matlab engine (libeng.so / dll, libmx.so / dll and necessary .h files) compatible with a GPL license and are the components needed to compile an application interfacing with the engine redistributable? I am anticipating that I would need to make just the libraries and headers available for download or ask that Mathworks do the same.

I am also wondering about this issue; I want to package BRAHMS for Debian, and one of its components links to matlab's engine.h.
