How to opened MATLAB offline ???

I'm already activate matlab offline. Why i can't open matlab offline, it tell me to activate again and again.

You can refer to the following thread which describes commmon issues that prompt MATLAB to ask you for activation repeatedly: Why am I continuously prompted to activate when I try to launch MATLAB?
Additionally, please try to use "Run as Administrator" when you open MATLAB.
