- The path to MLM in the Network License Manager's license file is correct
- The TCP port used by MLM is unblocked
- Antivirus and security software are not preventing MLM from running
- Firewalls using deep packet inspection (such as with Zscaler) are not blocking License Manager traffic even if network tests pass; try allowing all traffic or disabling deep packet inspection to resolve the issue.

This error occurs when the vendor daemon, MLM, is unable to communicate with the Network License Manager, lmgrd.
To resolve this issue, ensure the following:
