I may need to format my laptop which matlab 2021 is installed and activated by my Total Head Account Invidual License(campus wide). Before reboot process do I need to uninstall the matlab and deactivate my license from my laptop? Because I want use matlab again on the same laptop after reboot. Else what should I do before rebboting? I really appreciate your answers, thank you.

I would really doubt it. I'm sure students reboot their computers all the time and they don't need to go through all that hassle. Just try rebooting. I'm sure MATLAB will launch, unless all the licenses are checked out.

If you need to reformat your main drive or reinstall your OS and all your apps, I would deactivate MATLAB first. You can do this from the Start menu->MATLAB. Then do your reformat and reinstall and reactivate. If for some reason you didn't deactivate, you can do that by logging in to your MATLAB account on their web site and looking up your account. Worst case, call a sales person on the telephone and get a real live person. They give free installation support for ALL versions, even student versions.

No, deactivating is only needed if the host information is changing. On Windows that is sometimes the disk serial number (which is not changed by formatting), but otherwise is the hardware address of one of the network interfaces.
Deactivating will not hurt, but it is not necessary if you are keeping the same hardware.
Note that if you are switching operating system between Windows and Linux then in some cases the hardware identifier can change.
