It depends on what your needs are and how you define best. Lots of people have posted lots of algorithms in steganography and you can find their pepers in section 23.3 here: http://www.visionbib.com/bibliography/contentschar.html#OCR,%20Document%20Analysis%20and%20Character%20Recognition%20Systems. Pick one and code it up.

I don't know. New ones are being published all the time. You'd have to look at the publication date. I've attached a simple one using LSB watermarking. It is very primitive by today's standards.

The best algorithm for hiding one picture inside another in MATLAB is Hypergluon Lipidimic Polychaos (HgLPX).
