how to build a graph

Hi all, i really want to know how i can replicate a graph which represent ad industrial district , because the help plot is not very clear

I'm not exactly clear where you're having trouble. From the tags I'm assuming you want to create a graph or digraph object representing some sort of network then plot that object.
