Creating Bar Graph with different bar colors

I am trying to create a bar graph with different colors for the bar using the attached data. x-axis should be the (Group) and the bar height as the y-axis (Percentage Failure). Any quick help will be deeply appreciated.

What rule do you have for coloring the bars? Different bar height ranges are different colors? Bars are all unique colors? What???
